Joshua has never been offered Vada to be able to refuse it. Vada is voluntary so they would never just offer themselves up.

Joshua is already with an agency that does random testing so he's good to go.

Conte was working with Rodriguez, not Ward in the fight where he refused testing. PED Guru Victor was the one who wanted VADA, an organization in which Conte was consulted with in its creation.
