This is a sideshow, the little madman needs dealing with far harder on the missile and nuclear tests. Ultimatum backed by the threat of military action. If he doesn't back down and allow inspections, go in and take out the facilities. It could facilitate regime change if that happened or it could result in a limited war, I say limited because they could not sustain a conflict long without Chinese backing. It's possible they have some nuclear devices but they haven't miniaturized to get them on a warhead. Act now before it's too late.
