Whats the point of having a LEGAL Process of entering the country if we are going to BEND to ILLEGAL?

Im from NY and work in NJ and in NYC you see these Illegal Dominicans Selling drugs and Murder, even seen a case of one raping a 12 year old...then go back to their country and come back a year or so later with another name.
