Second, the fine was seperate, so why not the testing? Seeing as tho NSAC commish had rules in place for both anyway.
I'll give you the JMM thing, but in all the only thing that was set in stone was the fine. The weight was hush until the last minute.
Bottom line is, Floyd got as far as he could. He wasn't gonna do a Oscar/Cotto and completly drain. That man knows his body limits.

Youj fail, its the same commish issue period. One guy agreed, the other backed out and used that bullshyt excuse, when in reality its the same thing. The commish has rules for both, you're within the commish rules to ad additional fines and testing if both parties agree. So stop it
