It might be because ward refuses to fight outside his home town. Oakland can't seat as many as the MGM or Madison square garden.

Doubtful, as much as I enjoy watching Ward he doesn't have a style that's appealing to the masses. Even Hopkins, who some have compared him to, was far more offensively gifted. I never expected Ward to be big, I do however expect him to have a very long reign.
