The history of acquisition by the powerful and influential Cojuangco family of the Hacienda Luisita shows that the money they used to buy the hacienda came from public funds.
The Cojuangcos obtained loans from Bangko Sentral ng Pilipinas (Central Bank) and Government Service Insurance System (GSIS) to purchase the hacienda from Tabacalera, a Spanish corporation that owned the property.
A condition required the Cojuangcos to distribute the property after 10 years from acquisition. This however, did not happen. So technically, the land is owned by the farmers in Luisita.
To make the long story short, the government did not rip off the farmers, it was the present landowners through connections and influences that did it. In fact, past government presidents except Cory, Arroyo, and Aquino have urged the powerful family that owned the land to turn it over to the farmers.
With regards the notorious Hacienda Luisita shooting of picketers that happened sometime 2004, how did you get the impression that this incident is a regular occurrence in the Philippines? Clashes between police and picketers even if it result to some deaths can hardly be classified as murders. Shootings similar to what happened in Luisita occasionally happen even in the most developed countries including the US.
