"Terrorist" is a very subjective term it seems. Like the guy who shot up the soldiers in Fort Hood. Even tho the guy confessed to killing 13 soldiers citing his motive as "wanting to defend the lives of the Taliban leadership in Afghanistan", the US has officially declared it "work place violence".
