            No disrespect to Marquez, Barerra, and Morales are for from being ATG... HOF, yes but ATG no! Pac man has had great competition but the welterweight division or any at that has been as stacked and impressive as when Hagler, Duran , Hearns days.

            Pac man in my view a top 10- top 20 but he would not have lasted 15 with any of the names referenced. Hagler would win by KO, Hearns would be way to big/long, Duran would go through paca attack to bombs he believed coming from above.

              Mosley (HOF), Marquez (HOF), De La Hoya (HOF), Gatti (HOF, whether people like it or not) and Judah (a potential future HOF)

              Both Pac man and Mayweather in my view are right next to each other if not a spot or two above another.

                No but that is not Manny's fault. The 4 fighters mentioned are a level better than any boxer in manny's era. he can only fight what is around.

                  Tricky question.If you're looking for fighters like Hagler, Duran, Leonard you will not find them because you have in your mind great big middleweights fighting each other. Pac's not even Jr. Middleweight. The closest will be the golden age of Featherweight boxing in Morales, Barrera, Marquez, and Pacquiao. Pac beat them all. Pac beat the three who won over all Featherweights in their time. It's rare such talents competed and duked it out in the same era. For that the other 3 will be considered ATG Featherweights, while Pac an ATG amongst ATGs.

                    H, H, D, and L are way above in weight class compared to Manny's. Make them all Jr. Welters and Welters, Pac is just as good as them, perhaps better because they wouldn't have the height, heft, and punching power you remember them for in the weight class of their primes.
