It was vacant yes. To establish lineage after a champion has left or retired it's common to recognize the winner of a fight between the 2 top rated contenders as new linear champion. That didn't happen before Hill fought Maske.
And it was yourself who asked about the lineage. Talking about Ring Magazine champions is a different story. They made Jones the champion strictly for commercial reasons, as Hill's claim was much greater. I think boxingscene's Cliff Rold has written an article about it.
