I believe he is rated so high because of something he did a long time ago which was to beat Darchinyan. That is it.
This is what is referred to as a getting big break. A lot of fighters enjoy such perks. Floyd and DLH enjoy the same as well. Despite the fact they haven't really done much in ages and fight once a year when they are active. There is a lot of favoritism that goes around that is just the truth.
Meanwhile the fighters that are TRUELY tested are fighting 4 times a year with threat after threat and they are no where to be found on either a p4p list or a top 25 all time great list.

He don't belong there, there's a lot of option before ranking Donaire so high, he beat Darchinyan a hundred years ago and even Darchinyan fought better competition after the fight. The Ring rated him so high based on his talent which hasn't being tested after the Vic win.
