IMF and World Bank are remnants of post-colonial white/European control of former colonies. They(IMF and World Bank) are used to control third world countries in dictating their future and depriving them of natural resources.

When Zimbabwe stopped it's obligation to IMF debt and started it's farm reforms, EU/IMF acted swiftly imposing sanctions to cripple the nation. They supported the opposition leader and tried to assassinate Mugabe. But didn't work. Also Sudan is under heavy criticism since it doesn't allow USA companies to mine it country and allow Chinese countries. Yet they allow dictators like Meles Zenwai to run wild in Ethiopia. They scream about the genocide in Darfur yet turn a blind eye to other regions in Africa
