Depends if you're talking about all-time great heavyweights or all-time great pound for pound. Frazier is top 15 as far as a resume goes at heavyweight, go through the resumes of all heavyweights if you need proof. That's how I see it myself, D and C being below average or poor, C+ and B- being average, B & B+ being above average, A- being very good, A an all-time great, A+ one of the very greatest of all time, such as Ali, Robinson, Armstrong.
