simpliest solution to this is for either the WBO, whole belt Pacquiao has, or the boxing commission who will be responsible for the fighter's safety, set the protocol and cut off dates for testing. Unless it's mandatory, any fighter can say no to such intrusive testing. They could also make the penalty if one gets caught much much harsher - like lifetime ban. I'm sure that will deter anybody from using such substances, or at least make them think twice about cheating.
Another option is for Mayweather to use PEDs, seriously. If he's sure that the current tests will not be able to detect PEDs, then use PEDs and level the playing field. If he really thinks Pacquiao is using PEDs then beat Pacquiao at his own game. Mayweather's used xylocaine before, using PEDs for Mayweather is not something new.
