No clarification needed. That is the intent of the second ammendment. What we see in the two groups, Democrats and Republicans is their differeing interpretations of the document. Republicans and conservatives often look at the constitution as set in stone and completly literal. Democrats and liberals look at the constitution as a living and moving document, where meaning shifts giving historical precendent and changes that have taken place over time.
