there are no black or white communities, only communities where there is a majority or one or the other.
to say things like the education system is declining in black neighbor hoods is wrong, the declinie of education has nothing to do with the race of the community but instead the community. when the entire community lives on government assistance and dealing drugs there are going to be troubles.
one thing that could be done is adding dry sand to wet sand and mixing it.
they build these giant projects where hundreds of low income people live. ofcourse this area and the area around it is going to fall on bad times. if they were to disperse these projects evenly through out the city and the suburbs it will allow the more fortunate to create an impression on the poor, making stealing and seeling drugs seem wrong and graduating high school right.
as well there are other things that can be done to assist the situation. but it needs to be seen that the situation dosnt exist because of "black neighborhoods" or "white neighborhoods" it exists because the enviroment that these people live in and the governments part in creating these enviroments.
