I downloaded this classic on PS3 but cant get past lvl 25 before the last thailand mission. I did this 12 years ago but cant for the life of me remember how. Any suggestions?

Made it to level 31 and unlocked evil ryu but didnt make level 32 to unlock shin akuma sigh.
