Mayorga got three different legit titles and beat 2 undefeated guys like Andrew 6 head Lewis and Vernon Forrest twice. He was going to successfully unite and be the undisputed WW champ until a ref with an agenda stopped him against Corey Spinks.
I like Roldan and his fighting style, but i am also a fan of David Tua and yet he never won a legit HW title. Tua beat HW champs as Moorer, Ruiz, and Rahman. He also beat Oquendo who should have been IBF champ but got robbed in the Byrd fight. Tua still failed on two occassions to be HW champ against Lewis and Byrd. The bottom line-Tua failed twice and Roldan three times to be a champ, Mayorga had 3 legit titles in two different weight classes. The question who is greater not who is better-i have to go with Mayorga on this one.
