Nothing. It's just expanding. As in the gaps between clusters of matter (galaxies, nebulae) are getting bigger. So it's not really expanding into anything.

Yes. It's based on the wavelike nature of light. When a wave is moving toward you it appears to decrease its wavelength, as it recedes its wavelength increases, which is why the engine noise of an approaching car appears to be rising in pitch as it approaches and then declines in pitch as it recedes.

Red shift as it applies to cosmology is based on light rather than sound, and it's based on the observation that objects that are further away appear to be further into the red end of the light spectrum and more objects are red than are blue. This implication is that most objects are moving away from us wherever we look, and the further away they are the faster they're moving.
