I wouldn't say so. Someone with blazing handspeed can throw a punch with ****ty form and still get there in time. A heavy handed fighter with terrible form is easier to counter

Regarding the rest of your post, i think in Khan's case it most certainly does. His handspeed is absolutely magnificent but it really does cover up so many bad bad flaws he has in his game.
