Should Mayweather vs Ortiz be for the lineal WW championship?

There is a confusion betweent he Lineage.
Some people say it's Mayweather because he beat Mosley who won the Lineage when he fought Margarito.
However, some people say it's currently vacant because Mosley beating Margarito wasn't for the Lineage because Paul Williams was still ranked at #2 WW when Margarito beat Cotto.
I personally think Mayweather is the Lineal Champion because when Cotto fought Margarito Cotto was #1 and Margarito was #3 BUT Williams already had a fight signed at 154 and never returned to WW so Cotto and Margs were THE best fighters at the weight.
Then we know the rest.

NOT AT ALL. Floyd just fell out of the rankings due to his in-activity and Ortiz is by no means any where close to being considered the lineal WW champ. Why would someone even ask this question?

As far as The Ring championship? No. Manny Pacquiao is rightfully number one in most people's minds. Not to mention that even if you don't believe he's number one, you couldn't knock him down below second ranking. Therefore, Ortiz, even as high as number three, wouldn't likely make it a championship match.
I wouldn't mind if they made it for the championship, however. Though, I think that Manny Pacquiao-Shane Mosley should have been for the championship in the first place.
