If by skills you just mean purely how good you are then yes skills are important

Give me the dominant and consistent fighter who never got the big fight over the guy who always fought big fights and lost most of them but pulled a couple of upsets as well.

a good resume is the product of good skills/talents. however, good skills doesn't always result to good resume.

A good resume could also be a product of a few upsets.

both, because to get the resume you need the skills. Greatness is more or less PROVEN ability.

Resume is far more important. How can we know how good someone is if he won't fight the best etc etc...

                  resume
skills mean jack shit if you don't fight anybody
a slugger can be great as long as he KO's top guys
the style isn't important, it's winning against good comp

Resume shows one's ability to use his skills. Its like the whole Bruce Lee argument, people seriously doubt his skills because he wasn't a tournament fighter hand he doesn't really have any fights on tape. You can have all the skills in the world, but what are they worth if as soon as you get hit, you fall apart?

lol a few? you need probably at least 10 upsets to create a good resume in boxing if you are not that skilled. never happened in boxing as far as i know.
