Mosley's the only fighter on the list who has completely dominated another top 10 welterweight in Collazo, whom I'd edge over Cintron & have a real chance against Cotto.
Added to his previous top level experience makes him a lock on the top spot.

Collazo is overrated. I would have been more impressed if Mosley had beaten Cintron the same way...

Mosley and Cotto are on a different level than the rest of those guys, but it's tough to pick between Mosley and Cotto and tough to pick one out of the rest of them as a standout. Good division no doubt.
