Found this list on another site. I don't agree with the entire order, but its a great reference.

5 Lew Tendler
6 Flash Elorde
7 Duilio Loi
8 Khaosai Galaxy
9 Freddie Miller
10 Daniel Zaragoza
11 Young Corbett III
12 Laszlo Papp
13 Hector Camacho
14 Ayub Kalule
15 Cornelius Boza-Edwards
16 Horacio Accavallo
17 George KO Chaney
18 Naseem Hamed
19 Winky Wright

24 Jimmy Carruthers
25 Henry Maske
My presumption is this list must be relatively old, as Pacquiao is not included & would surely be a shoo-in. I don't know when it was made, but it has some nice mentions (Carruthers, & the always-underrated Tendler). Though unpopular, I think I would have Joel Casamayor above Hamed.

being the greatest southpaw is an excellent shout , also to the guy that posted whitaker , hagler and pacquaio. Thats another great shout. The 3 of them are all time greats.

whitaker vs pacquaio would be a classic
I love watching Pac fight and couldn't stand watching Pea, but I think Whitaker eats him up and makes him look REALLY bad.
what makes a pacman vs whitaker fight more interesting is that whitaker had a very good workrate.
i still take whitaker on points 116-112
but the lack of workrate by mayweather is the reason i think the pacman wins , the fight should have taken place 18months ago both are now slightly past their prime
