Rios is painfully overrated. Manny will KO him within 4 rounds. Floyd would beat him to a pulp for every second of every round and stop him by round 9. He isn't worthy of fighting either guy. Berto > Rios. Berto would also pants Rios at 147, as would Ortiz, Guerrero or Bradley.
