Well, Joe Calzaghe is a true champion because he fought the best opponent at 168, namely Mikkel Kessler. David Haye is a true champion because he's willing to unify the cruiserweight titles by fighting Enzo Maccarinelli.

But Mayweather will not face another top welterweight. Sure, he's 39-0, but his opponents are hand-picked - he avoided people like Mosley, Tszyu, Margarito, now Cotto and Williams. Instead he will fight De La Hoya, because he's past prime. He'll be 40-0 after that, but still won't be a true champion.

I'm not a racist. If Mayweather was white, my opinion wouldn't change a bit. He should be fighting the top welterweights, or else he's not really the champion at that weight division.
