It's better that way. Anyone with common sense will realize that without Chapo the violence would skyrocket. Monopolizing the drug trade is safer than having 10 different Cartels warring it out.
If Chapo fell his Lieutenants would scramble for power and to keep their own territories while Mayo tries to hold the entire Sinaloa Cartel together. The Beltranes would push another offensive in the state of Sinaloa. The Juarez Cartel would try to retake their lost territory, the Zeta Cartel would try to push towards center Mexico. There's no telling what the Jalisco Cartel would do. Anyone in Mexico will tell you Chapo is a necessary evil. They're willing to tolerate him aslong as he wipes out the Zeta cartel.
All american's care about is another trophy. The drug trafficking won't end and things will get worse.
