Mainly, former PED abuser take them, and older athletes. It's like an athlete taking a drug enhancement, because they're old, and their bodies are worn down, and instead of retiring, they take some miracle cure that pretty much restore their bodies back to normal, but that's the catch. 9 out of 10 athletes aren't doing that.
They juice their ass off, then they bring their levels back down to normal once it's around testing time.
Oh, and as far as "special conditions" go, athletes can tell their doctor any damn thing they want, and the doctor can prescribe them with a TRT exemption. Yes, they can get them from their own personal physicians.
