It's because it was horribly shot and edited. Compare the action scenes between Casino Royale and Quantum of Solace. In Casino Royale, everything is cleanly shot and cut and you can tell where characters are within the spatial environment.

In Quantum of Solace, it's all shaky close up, cut, shaky close up, cut, close up, cut, shaky extreme close up, cut. It's basically the Bourne Supremacy with James Bond in it. As much as I enjoy the last two Bourne films, they're among the most horribly shot films in history.
