lack of foreknowledge is not the same as lack of prior arrangement.
I don't work for the USDA so I don't have detailed documentation, but based on Tygart's statements from this article....I want proof the USDA planned a near 3 week cutoff before the testing process btw.
I'll shut up if evidence is provided. Documentation stating when they were officially stopping tests before or during the testing phase.

... it's obvious that the dates were chose (ie. pre-arranged) rather than random (not pre-arranged). The fact that mosley and trollweather didn't have foreknowledge doesn't make the test "random" as per the definition of "random" as "without prior arrangement".

translation: since the USDA gets to keep the blood samples they chose 18 days as a good cut off date.
conclusion: the 18 day cut off wasn't a random date... it was chosen. in other words pre-arranged (without the foreknowledge of wifebeater and mosley, but like I said, lack of foreknowledge isn't the same thing as lack of prior arrangement).

translation: the USDA chose an 18 day cut off because it was far enough from the fight that the loser of the fight couldn't blame the blood test for losing the fight.
conclusion: the 18 day cut off wasn't a random date. the USDA pre-arranged that date to avoid the loser of the fight blaming them for the lost because of the invasive testing.
therefore I re-assert that a 7 day cut off is better than an 18 day cut off.
