But here is where Pacquiao contradicts himself badly. He says he's too small for Floyd Mayweather, but yet calls out fighters like Yuri Foreman and Antonio Margarito. I say if he's big enough to fight those guys, he can call out Paul Williams too.

Pacquiao is so good that he doesn't belong in the welterweight division, he's just testing himself there. All the fighters at 140 that you mention are also not a competitive fight for him. Pac is one wierd guy just like Morales but the opposite. Morales is to drianed to fight at 130 but at 135 they are too much for him.
