The athletes that compete in the Olympics, that are signed up to the WADA testing program will have their samples kept for 8 years even if they pass the initial test, so that their sample can be tested at a later date when the testing technology has improved.

Mayweather although never signed up to Olympic standard testing, did have blood and urine samples taken for his recent fights.

Will USADA keep these sample and re-test when their testing methods improve or have they destroyed the sample so they can never be tested again?

USADA are not run by WADA, they are tasked by WADA to carrying out testing for American athletes who sporting organizations who have signed up to the WADA testing program. Boxing or Floyd does not come under this.
