I'm was originally going to say Kid Chocolate, but then I remembered he had a little bald spot at the front/top of his head, so that eliminated him. I then thought that it might've been Panama Al, but that photo looks like a fighter who was a little bit bigger...plus, the nose didn't quite look like Brown's.

A little bit of a process of elimination, I guess, and I came up with Gans.
