In answer to the question - Yes you can, but its pointless and downsteps is asking for trouble.

Going down steps...the rope would get caught on the back step... because of uneven ground.

And going up steps, the rope would get caught on the steps ahead... because they are uneven and raised from where you are swinging the rope...

I'd say its not possible.
