I have no idea how Ratcliff's jiu-jitsu is, but I know for a fact, Ratcliff's stand-up is better than the Cowboy's.
I'll put up 5k on Ratcliff.
I only have two conditions though, if the fight ends up being stopped on a DQ or any type of injury(doesn't matter which round) bets are off.

Yeah so good that he got knocked senseless by Marcus Hicks with one punch.
Ratcliff's stand-up is a whole lot of flash and not a lot of tecnhique and it's not fundamentally strong.
Cowboy does anything he wants to him.

Like I said, this fight might end up being won on the ground, I have no idea what 9mm's ground game is like, but, I have a funny feeling that, if both guys wanna keep it standing, I'm given it to 9mm.

Ratliff had his chance against a formidable opponent (Marcus Hicks) a submission fighter and Hicks beat him standing and on the ground.
Cerrone has been in there with McCullough who is a very good striker (or at least was, he's in a slump now) and Cerrone has a very impressive MT/Kickboxing Record. Not to mention he trains with a much better camp with a very deep talent pool (GSP, Evans, Jardine, Carwin, Garcia, Stevenson, Marquardt, Condit, Arlovski, Jon Jones)
There is always a buster douglas in everybody, but disregarding an upset, this is an easy fight for Cerrone.
