It isnt a championship fight so you can come in at 3 pounds below or 3 pounds higher, I believe as long as the weight is agreed upon.

I give props to Vargas though for conditioning, he is doing it the right way now that he has a nutritionist their was sometimes the man would only eat 2 boiled eggs a day to get his weight down.

Why yes, Yes you would. That isnt even acceptable Vargas even admitted to hardly drinking any liquids as well. Perhaps dehydration played a role in his fights with Tito and De la hoya. Anyhow, you would most definately lose muscle but considering he was on roids that wouldnt be much of a problem. Vargas was always a chunky guy to begin with though and not very muscular.
