He beat Byron mitchell, Robin Reid and many tough guys by either doing grappling match/getting gift decisions. He was always giving horrible fights to watch. I think Chris Byrd would beat him on points as he would be able to hit him and move enough to avoid Ruiz`s loving hugs. I don`t think it`ll be a top guy though, i think Rahman can beat Ruiz on a good day and Lamon Brewster`s power would give him a chance to win too. Someone with the intensity like an in shape Tyson, for example. Tua desposed of him fairly easily. :D As soon as he fights Vitali he'll be disposed of, or maybe even Byrd. He does have some power so someone with a weak chin needs to be very weary.
