Sen. Stevens: Pay TV should comply with indecency regs

WASHINGTON -- Sen. Ted Stevens, the chairman of the Senate Commerce Committee, told broadcasters Tuesday that pay TV services should have to comply with the same indecency regulations as over-the-air TV stations.

The Alaska Republican told reporters at the National Association of Broadcasters' annual state leadership convention that the regulations should also apply to premium services such as HBO.

"The problem is most viewers don't differentiate between over-the-air and cable," he said. "Cable is a greater violator in the indecency arena."

Stevens brushed aside constitutional questions about whether the government has the right to regulate indecent speech on pay TV services.

"I think that's wrong," he said. "I think we have the same power to deal with cable as over the air, because of the combination of the two."

Since most people receive their TV via cable or satellite, the government has the power to regulate indecent content, he said.

As defined by the FCC and the courts, material is indecent if it "in context, depicts or describes sexual or excretory activities or organs in a patently offensive manner as measured by contemporary community standards for the broadcast medium."

While obscene speech receives no First Amendment protection, indecent speech does. The government, however, has the ability to restrict it as a legitimate way to protect children. Indecent speech can be aired between 10 p.m. and 6 a.m.

...That **** will never happen in our lifetime I hope. If the Republicans push to censor the pay networks like that then I just may become a Democrat. Whats next, no **** on the internet? God forbid!!!! :)

actually i think it is a great idea. i'll give my reason for saying so. and i am not kidding or making this up, i use my tv in my bedroom as my alarm clock. this past sunday morning, after a few beers and a terrible stoppage in the cotto fight the night before, my tv turns on to wake me up to get ready for church. mind you i thought i was just having a dream...and i nice one at that. but i was not dreaming. when my daughter pushes me to wake me up the rest of the way i see on the tv two women totally naked and going at it. it was 7:30 am and my daughter was looking at me like what the hell are they doing? this was on showtime not one of the smut channels. i have always been one to say its the parents responsibility to make sure that thier kids are not watching what they don't want them to watch, but c'mon 7:30 sunday morning? i just don't think its right. on the other hand i remember as a kid i used to wait til the folks would go to bed and sneak into the den and watch the scrambled images of super softcore on showtime and cinemax.(we didn't get those channels) everyonce in a while it would be clear for like 10 seconds. so really late night may be a bad thing too. i say you should have to go to the **** store to get that stuff. don't get me wrong, i have nothing against **** and the softer cousin, but broadcast tv is not the place for it.

this reminds me of something cool that happened once in the early eighties, i think. i was watching sesame street and all of a sudden, the tv goes fuzzy and then the channels got crossed up or something because suddenly instead of big byrd it was john holmes with an evil look on his face reaming out SEka's ass. it lasted for a few minutes, then everything went back to normal. that could really **** a kid up, but lucky for me i already was


oh, i forgot censorship sucks, i'd rather have to do a lil explainin to my kids than have them go out into a world that's a lot meaner than they expected and have them not ready for it

So, because you are hung over and left the t.v on the wrong channel, I don't get to see what I want to see on t.v? I shouldnt be punished for the fact that you ****ed up or the fact other people are too lazy to watch thier kids. If you are so worried about it, block showtime. Don't censor it.
