It's always been that way. There have always been certain clubs whose hooliganism was guaranteed front page headlines (ie Millwall, Chelsea, Leeds) whereas incidents involving the likes of West Ham and Liverpool, whose hooligans were among the nastiest around, were often ignored.

I'm not even a Millwall fan, but I do sympathise with them here. The New Den is actually one of the safer grounds in England these days, but their reputation precedes them. 99% of the blame for Tuesday night lies with West Ham, but already I see lots of attempts to turn all this on Millwall.

Incidentally, the naivete and outrage in the football media is quite startling. Did they really think a game between Millwall and West Ham would be incident free?
