We had a rich era all through 1997-2005, so I have to say who was the best fighter, or the one that achieved the most out of.

Oscar De La Hoya (27 title fights 23 succesful wins, beat Vargas, Gatti & Chavez)

Felix Trinidad (21 title fights 20 succesful wins, beat Vargas & De La Hoya)

Shane Mosley (18 title fights 14 succesful wins, beat De La Hoya)

Winky Wright (13 title fights 11 succesful wins, beat Mosley)

Fernado Vargas (9 title fights, 7 succesful wins, youngest champ lght middleweight champ, beat Wright)

Ricardo Mayorga (5 title fights 3 succesful wins, beat Vernon Forrest)

Cory Spinks (6 title fights 4 succesful wins, beat Mayorga & Judah)

Vernon Forrest (6 title fights 3 succesful wins, beat Mosley)

Kostya Tszyu ( 16 title fights 14 succesful wins, beat Judah)

Zab Judah ( 11 title fights 9 succesful wins, beat Spinks)

Floyd Mayweather Jr (14 title fights 14 succesful wins, beat Corrales)

Arturo Gatti ( 7 title fights 7 succesful wins, beat Dorin)

I would rate them like this

1. Felix Trinidad
2. Oscar De La Hoya
3. Shane Mosley
4. Kostya Tszyu
5. Floyd Mayweather Jr
6. Winky Wright
7. Fernando Vargas
8. Zab Judah
9. Cory Spinks
10. Arturo Gatti
11. Ricardo Mayorga
12. Vernon Forrest

Half of these guys arent even Welter or Middle. I would say Tito is the best because he never lost and he fought some good fighters. I dont know how you put Oscar and Shane 2 and 3 when they had alot of losses and close fights
