I've read that the neck muscles are the fastest growing muscles when stimulated. Is there any truth to this?

Anyone here go from average neck to thick neck with hard work?

I have a 15 1/4 inch neck at 170 lbs and recently started to work my neck diligently. I am hoping to get my neck to around 17-17.5 inches. Is this possible within 1-1.5 years?

btw I spend about 20 min doing my neck 3 times a week.
