For what I learn from watching boxing, reading about his history and articles about it, the elite divisions throughout his history are the Heavyweight, Middleweight, Welterweight and the Lightweight. If we rate the boxers using this grades:
0- Bum
1- Bad
2- Mediocre
3- Good
4- Great
5- ATG or Legend
Which off all boxing division do you think has more 4 and 5 boxer throughout his history?.
They are boxers who are rated 5 overall, and had fought in several divisions, but you have to consider if that boxer were 4 or 5 above his natural division to consider him in another division too.

The Old Saying Goes "If The Heavyweight Division Is Healthy Then Boxing Is Healthy"

This question You ask is impossible to answer,
But if you where to judge it in each era it could be done,

The Heavyweight Wins The popularity battle, If there are great Heavyweights they always over shadow the lighter weights,
Oscar De La Hoya , Pacman, Hatton, for example, they are good fighters ofcourse, but put them in the 70s , do you think people would be talking about them like they do now?

So overall i think the Heavyweights have the biggest and most well known fighters, But there are so many lighter men that didnt get the publicity they deserved.

I would say the Welterweight division. Look at the legendary champions in that division:
Henry Armstrong
Ray Robinson
Kid Gavilan
Carmen Basilio
Emile Griffith
Jose Napoles
Ray Leonard
Roberto Duran
Wilfred Benitez
Thomas Hearns
Felix Trinidad
Oscar De La Hoya
Shane Mosley
Pernell Whitaker
Floyd Mayweather

thes 15 fighters all have a possibility of being in the top 100 fighters of all-time. What other division can claim that many fighters?

Welter and Middle.

Heavyweights have the most notoriety, but skill/talent-wise, I think they're inferior to lower weight classes.

It's gotta be welterweight, the division has produced the best fighters p4p.

The best middleweights were former welterweights.

combination of speed, size and strength

Agreeing with many other people in this thread... I think it is Welterweight in my opinion, that has had loads of talent throughout many years. So yeah, for me it is Welterweight.
