On a side note, I wonder who holds the record for the most countries fought in. Off the top of my head, I can't think of anyone who beats Ali's 11.

Edit: Sugar Ray Robinson has 13: USA, UK, France, Belgium, Italy, Austria, Jamaica, Canada, Dominican Republic, Switzerland, Germany, Canada and Mexico.

It has nothing to do with fear, and everything to do with finance. The locations where the best money can be made have largely become fixed.

The first name that immediately popped into my head was Panama Al Brown, and doing a quick count of him, I had him fighting in 15 different countries.
