Get a free torrent file of Fruity Loops, if you feel bad about downloading it for free, there is a trial version. Best beat making program out there hands down.

You need basic knowledge of music/time signatures mostly. Once you get a hang of it, you can make some crazy ****. I've made a mix that I play in my car every once in a while. Best thing about it is that it is generally accepted as the best, so if you're not very familiar with music, there are many tutorials on YouTube.
