Yes, I make clothes all the time. My eldest daughter stands at six feet so I usually make her speciality items.

You want to shop around at sewing machine or fabric stores. JoAnn's Fabrics in my area offers sewing lessons. Just about all of the sewing machine stores offer lessons with the sale of a machine, usually for free. Shop around because of course the first thing you will need is a machine. Also check with the local high school and see if they can guide you in the right direction. Also some colleges might have classes. Palomar JC here has design program that I hope to get into when my kids are done with high school. My youngest daughter has informed me that she now wants to be a designer, but of cooler clothes than what I do....LMAO!!!
