Not sure. Some of the best I've heard are Lady of Rage and Mc Lyte. Lil' Kim was ill early on but biggie wrote her ****. Regardless, I'd pipe her pre 2000's.

2) Best lyricist: Jean Grae (Second and third are Lady of Rage and Lauren Hill)

Eve is a little underrated by real Hip Hop heads, ofcourse overrated by the mainstream.
