Well like I said, I don't know who takes this one but it's worth noting that the "cosmic" (Cosmos) is still "natural", a part of physical nature. Hell is "Supernatural", above nature.

Cosmic is well, COSMIC.
We are talking about beings of the whole Universe.
Not some fear inducing dummy that couldn't point a nail gun right.
Hulk doesn't get scared. Hulk just gets MAD.
There are few that are in Hulks league right now. And Pin Head, Leather Face, Freddy, Jason, all combined would get stomped.
You better get Thor, or Silver Surfer to handle the Hulk. MAYBE Sentry.
