When looking at California’s response the Japanese immigration one must realize that while there is meaning on the surface of this issue that needs to be examined and dealt with, there is also a deeper reason imbedded. This issue had a driving undercurrent that connects with the U.S. and Japan’s relationship with each other. Among the cities of California where anti-Japanese immigration views are fortified, San Francisco is defiantly the leader of the pack.
