Personally, I think it is all OK up to actually kissing someone. Physicality makes it worse in my eyes.

People in relationships can often make mistakes in this regards -

What one person perceives as cheating, another may not.
Which is why people get confused and think there's a grey area.
Which is why it's important to establish the boundaries of what constitutes cheating, and what doesn't - as early as possible in the relationship as well.

If you caught your partner with his dick in another chick's mouth (or whatever, depending on your preference), that's one thing.
If you catch your partner giving a friend a hug or something, that's another.

But as long as boundaries are clearly drawn between you and your partner then all should be well and there should be no grounds for confusion.
