This would depend on if you rate Henry Armstrong as a Lightweight. When he won the Welterweight Title, after winning the Featherweight Title, he also won the Lightweight Title as well.

When he defended his Welterweight Title, he weighed in around the Lightweight limit.

If your not counting him, I would say Duran.
