for me... obvo a brit, hatton's got the best chance [wether he takes one or not is his choice].
and there is a up and comming HW boxer from scotland i think, a lil bit lennox he is, but he could make a move if hes got it.

Apart from the champions already mentioned I would add Darchinyan.
Ever is a tough call. Duran, Schmelling, Lewis, Trinidad, JCC, Fenech the list could go on.

It has Pacquaio at the moment, but Calzaghe deserves a shout as well.
